Position Summary
As a Change Manager representing the Owner on a multi-billion-dollar airport capital expansion project, you will be responsible for managing and implementing structured change management processes across all phases of the program. This role ensures that all changes—organizational, operational, and technical—are effectively integrated into airport operations and stakeholder practices, while protecting the Owner's objectives related to cost, schedule, risk, and business continuity.
You will serve as a trusted advisor to the airport authority, acting as a liaison between airport stakeholders, consultants, contractors, and the project delivery team to facilitate informed decision-making and minimize disruption during transformation efforts.
Key Responsibilities
Develop and execute a comprehensive change management strategy aligned with the Owner’s program objectives and operational requirements.
Act as the main change management liaison between the airport authority and program consultants, construction teams, and third-party stakeholders.
Support the airport in preparing for changes to infrastructure, systems, business processes, and organizational roles.
Lead stakeholder impact assessments and change readiness evaluations for planned construction and operational milestones.
Monitor, track, and advise on project change requests and their alignment with Owner priorities, approvals, and budgetary controls.
Coordinate stakeholder engagement sessions, executive briefings, and communications to ensure consistent and transparent messaging across the program.
Support the development and implementation of training and knowledge transfer plans for impacted airport personnel and tenants.
Interface with the Project Controls and Risk Management teams to evaluate change-related risks and impacts to schedule and cost.
Ensure that change-related activities support the successful transition to operational readiness and activation (ORAT) phases.
Required Qualifications
Bachelor’s degree in Business, Engineering, Organizational Development, or a related field.
7+ years of experience in change management, including 3+ years on major Airport/Aviation capital infrastructure projects.
Experience working in an Owner’s Representative or Program Management Consultant (PMC) capacity on large public-sector or airport programs.
Familiarity with airport operations, regulatory requirements (FAA, TSA), and capital project delivery in secure/active environments.
Demonstrated ability to work across multi-disciplinary teams and advise senior stakeholders.
Knowledge of structured change methodologies
Proficient in tools like MS Project, SharePoint, and stakeholder management software.
Preferred Qualifications
Experience supporting airport programs exceeding $500M in capital value.
Knowledge of CMAR, DB, DBB, or P3 delivery methods and their implications for Owner decision-making.
Strong understanding of ORAT processes, stakeholder coordination, and transition planning.
Work Environment
Role will require routine presence on-site at the airport project office and field locations, including airside and landside areas.
